Dynamics and Methodology of the Third Brazilian Internet Forum

The Third Brazilian Internet Forum and Pre-IGF 2013 is sponsored by CGI.br – The Brazilian Internet Steering Committee in order to promote the “The Principles for the Governance and the Use of the Internet in Brazil" and also to foster the creation of multilateral, multisectoral and multi-participatory dialogue spaces seeking to identify consensus and dissensions around the debates over the issues related to the Internet.

The Forum is not deliberative, yet it seeks to expand and promote multisectoral conversational spaces ready to offer the possibility of identifying dissensions around the current issues and solutions for the Internet. It also intends to focus on clarification of debated topics as well as to open up new possibilities for consensus. The Forum is an invitation to multisectoral conversations.

The methodology adopted for the Third Brazilian Internet Forum predicts its conclusion in three days (3-5 Sept) divided into the following stages:

  1. Opening
  2. Theme Tracks
  3. WSIS +10 Event
  4. Self-Organized Activities and Unconferences
  5. Concluding Plenary Session

I – OPENING

Opening will take place on the first day, September 3rd, at 10 am, with the presence of officials and personalities invited by the Executive Secretariat of the CGI.br.

The opening panel table will consist of CGI.br's coordinator Virgilio Almeida along three counselors representing each of the branches that make up the Civil Society known as CGI.br. The formalities and presentation of the members of this table will be of the responsibility of the Executive Secretariat.

After the opening ceremony with the authorities, counselor Carlos Afonso will present the lecture “CGI.br's History and The Principles for the Governance and the use of the Internet in Brazil".

II – THEME TRACKS

The Third Brazilian Internet Forum and Pre-IGF 2013 will debate the following theme tracks:

  1. Universal Access, Accessibility and Diversity

Theme Tracks Debate Methodology

Debates and exhibits begin on September 3rd at 13:30 (1:30 pm) and will continue throughout the day until 20:00 (8:00 pm).

Each debate theme track, organized in its appropriate location, shall be coordinated by a Board Member of CGI.br aided by team members of the Forum.

The Executive Secretariat from CGI.br will ensure that the necessary conditions are met in order to guarantee the flow of the debate, designating a Systematization and Methodology Committee to assist the whole process, keeping its own record of the activities and exhibits from panelists and participants, resulting in a closing log (under an appropriate model) listing the contributions and reflections, consensus and dissensions emerged from the debates.

Debate Tracks will commence sharply at 13:30 (1:30 pm) according to the following schedule:

13:30 Coordinator's opening: welcome statement and introduction of panelists.
13:40 Explanation of the Forum's methodology by the organizing team: theme tracks debate structure, immersion groups, day's schedule and time allocation, methodology of consensus and dissensions, support staff, expository speech sign in, introduction of rapporteurs, live broadcast, recording and virtual/on-line participation.
14:00 Theme presentation by its track coordinator
14:15 Commentary by the representatives of Government, Third Sector, Business and Academia.
15:30 Plenary Debate: coordinator, panelists and participants.
16:30 Coffee Break
17:00 Immersion Groups
18:00 Plenary: Immersion Groups agenda presentation and debate
20:00 Plenary Closing.

All debates and exhibits will be broadcast on-line in real time, allowing virtual interaction through the web and social media available during the event.

Participants will be allowed to voice their opinion up to five minutes per speech. However, participants will be encouraged to sign in to as many expository speech opportunities as necessary to make their point across, respecting their own reasoning and rhetoric. Coordinators of each theme track will ensure, within the allotted time, that everyone has the right to voice their opinion, prioritizing those who are yet to speak, avoiding a monopoly on the discussion.

III - WSIS+10 EVENT

The WSIS+10 event will be held on the second day of the Forum (sept/04) from 14:30 (2:30 pm) to 18:30 (6:30 pm) following the schedule below:

First part

Panel reporting on the process culminating in the Summit of the Information Society and its main results.
Confirmed guests: Tadao Takahashi - Romulo Neves - Paulo Lima - Gustavo Gindre

Second part

Evaluation Panel on the WSIS+10 and topics correlated to Internet Governance:

  • Meaning of Multisectorialism;
  • The Government role in Internet governance;
  • Governance Model as a Process of Extended Cooperation.

IV - COURSES

Mini-course IPv6

On the 4th of September it will be offered the Mini IPv6 course. The course consists of an introduction to the basics, including Network Address and Network Planning, and some labs involving the basic operation and configuration of services such as DNS.
Target Audience: ISPs and their technicians, companies working directly with the Internet and teachers working with networks. Participants should bring their own notebooks!

HTML5 and CSS3 Course

W3C Brazil will hold on the 3rd, 4th and 5th of September, during the Third Brazilian Internet Forum, a classroom course on HTML5 and CSS3 aiming at popularizing the best ways to take advantage of the new features of the W3C standards.

Mini Introductory Course on Autonomous Systems (AS)

On the 5th of September, it will be offered a mini introductory course on Autonomous Systems. The class will offer an introduction to the operation of the Internet, covering AS, PTTs and a practical laboratory with some good exercises on managing BGP Traffic.
Target Audience: Network technicians of new ASes, companies and other institutions with complex networks (over 250 computers) in need of multiple providers considering becoming ASes and teachers working with networks. Participants should bring their own notebooks!

V - SELF-ORGANIZED ACTIVITIES AND UNCONFERENCES

Self-organized activities and unconferences with open themes freely suggested by the participants will be held during the morning of the 4th of September from 9:00 am to 1:00 pm. These activities can be proposed by the participants as long as they meet the following criteria:

  • Self-organized activities must be registered at the Forum's website using the appropriate form;
  • Unconferences must be registered previously on a panel designated for this purpose, available to participants on the first day of the Forum;
  • Any registered participant in the Forum may propose a self-organized activity or unconference;
  • Self-organized activities will be promoted on the website of the Forum with its time and venue;
  • Unconferences will be displayed on a Scheduling Panel exposed at an appropriate location by the Forum;
  • Unconferences will be held at specific rooms designated by the Forum;
  • More than one unconference may occur simultaneously at the same room, as long as the number of participants don't interfere with one another;
  • Unconferences may not exceed 2 hours, except in the cases where genuine interest on the subject is met by participants and as long as there is availability of rooms;
  • Unconferences are allowed to be videotaped and published by participants on appropriate repositories.

VI - CONCLUDING PLENARY SESSION

The Concluding Plenary will start at 9 am of the third day of the Third Brazilian Internet Forum and Pre-IGF 2013.

The plenary will be coordinated by the Executive Secretary who will call the Documentation Committee to present their consolidated reports on the debates and theme tracks.

The purpose of the Concluding Plenary is to enable consolidation and visualization of reflections and contributions assembled from the five major theme tracks, providing participants with an opportunity to voice their opinion on the reported issues. Designated rapporteurs will keep record of the exhibitions and their report will compose the final Documentation Committee report.

The Concluding Plenary Session will not vote any official resolution text from the Forum.
